When I speak of 'ethnic women', I am employing a definition used loosely in official and academic parlance today- that of Culturally and Linguistically Diverse (CALD) women, a term that has replaced Non-English Speaking Background (NESB) in recent times. With this freedom, individuals can legally enforce their cultural practices. In 1991, some 1,419 students were enrolled in one of Papua New Guinea's eight community teachers' colleges. Failure to provide education appropriate to fill the demand for skilled workers has created large groups of early school leavers among the PNG population who do not have sufficient skills to find jobs, but who have just enough education to make them dissatisfied with village life. This is especially critical given that the existence of such support services, especially for newly arrived immigrants, has been viewed as contributing to successful settlement in Australia and the absence of an emerging ethnic underclass. Appendix Table 2 shows settler arrivals by region of birth, while Appendix Table 3 shows the top 10 source countries for selected years. It is significant that in debates about multiculturalism Aboriginal people are generally left out, not least because Aborigines themselves rightly do not want to be treated as "another ethnic minority".

Pushed into a dependence on tight family structures and marginalised from mainstream organisations, countless women's organisations sprang up in the 1980s to fill the void. Stability might therefore require that the plural society envisioned by liberal culturalists promote quite intense interaction between cultural groups in order to forestall mistrust, reduce prejudice and create a solid basis for cohabitation. It is unfortunate that so few centres for population and migration research exist in Australia, and that some of them have recently been forced to close or 'downsize'.(9) Unlike most developing countries, most Western countries do not have an articulated population policy.
